May 9th, 1992 – “Framework Convention” text adopted in New York

On May 9th 1992,  the the Framework Convention on Climate Change was adopted in New York by the Intergovernmental Negotiating Committee and opened for signature at the Rio Earth Summit in Brazil in June.

A weak text, with no targets or timetables – if those had been “in,” the Americans would have been “out.”  And the fear was that the whole thing would be Law of the Sea-y  (endless negotiating sessions, no agreement).
