Not every capitalist business is happy to have the planet and its paying customers cooked out from under them. But none can act on its own (for fear of being undercut). So, some grit their teeth and despite everything (see the Luntz memo of 8th April!) they grit their teeth and ask for the state and States to act. Again and again since the mid 00s (by which time it was already too late, but that’s another story…)
